There are several 5-star hotels in Tashkent such as Hilton, Hyatt Regency, Intercontinental, etc. But other cities prefer to build guest houses which have ~15 suits and that's all. They are easier to keep and being supported by the government of Uzbekistan. Many of them could be rated at least for 3* but in fact, 99% is 2*. All of them offer you breakfast + bed, many of them have Wi-Fi and some of them could offer you spa or hammam.
