Foreign citizens and stateless persons can get visas at the diplomatic representations and consular missions of the Republic of Uzbekistan abroad on the basis of the visa support (confirmation of the Ministry of Foreign Affairs of the Republic of Uzbekistan). Visa support is issued on the basis of application of the inviting organization, company and persons who are permanently or temporarily residing in Uzbekistan and submitted to the Ministry of Foreign Affairs of the Republic of Uzbekistan. There are several 5-star hotels in Tashkent such as Hilton, Hyatt Regency, Intercontinental, etc. But other cities prefer to build guest houses which have ~15 suits and that's all. They are easier to keep and being supported by the government of Uzbekistan. Many of them could be rated at least for 3* but in fact, 99% is 2*. All of them offer you breakfast + bed, many of them have Wi-Fi and some of them could offer you spa or hammam.
